pablo-cerdeira-profissional-01-zoom-reflexoI am a policymaker with vast experience as well as valuable networking. For more than 12 years, I have been working in tandem with Brazilian ministries, supreme court justices, mayors, and international entities such as the World Bank, the InterAmerican Development Bank, C40 (the group of the most important cities worldwide), Bloomberg Associates, just to name a few.

These projects encompassed the design, development, as well as execution of new institutions: the Getulio Vargas Foundation Law School, the Innovare Award, the National Council of Justice, the Supreme Court in Numbers, the Consumer Defense in Rio de Janeiro, and the PENSA Team.

In 2013, I was invited by the Rio’s Mayor to create and to lead the first Governmental Data Office in Brazil: the PENSA Team. As its leader and Rio’s Chief Data Officer, I have built over 20 projects that drastically changed the way our city works. I.E. the number of buses was reduced by 30%; the number of dengue cases by 98%. The PENSA team supported deep city changes, such as the Perimetral Drop and the Rio500 Plan (the City Plan for the next 50 years). We provided projects and data for the planning and management of both the 2014 World Cup the 2016 Olympic Games.

Most of these cases were built through partnerships with the private sector. The collaborations led by me were so groundbreaking that I was invited by Waze to be a keynote speaker at a conference at Google’s Headquarters in Washington DC, to explain how we use data and technology in Rio to design innovative public policies.

I am also the Vice President of the Brazilian Center for Arbitration and Mediation (CBMA) and Professor of Law and Technology of the Brazilian think tank Getulio Vargas Foundation in Rio de Janeiro.

Furthermore, I am a member of the Academic Committee of the Center for Technology and Society (CTS/FGV, the acronym in Portuguese), composed by Nelson Jobim, Silvio Meira, Renato Rocha and myself.

I hold a Bachelor of Laws by the University of São Paulo. I’m also a Master of Engineering Candidate by the University of São Paulo.
